10-15 Arc that is soloable on low reps. Scales to a proper TF on higher reps and larger teams.
Spectral Pirates have been running amok and Arbiter Sands has been assigned, but, has higher duties. He needs a group of powerful, and expendable, villains to eradicate modern day pirates trying to steal a piece of history.
This arc was largely intended to fill the TF gap villainside for the 10-15 range that heroes get the Positron TF for. But I felt this wasn't right, so this was created to be a nice arc to get past Port Oakes gaming wise if you are the right level range, but also give a challenging TF designed for repeat play. This features a total of 3 EBs and a single AV all for story and gameplay purposes, as well as maps and missions to keep a unique pace.
It features an assortment of foes seen in this range, as well as a unique custom faction called The Sea Fiends. They are pirates that are operating in modern day with an assortment of armaments of old as well as modern technology, and mystical forces of the seas...
Note this arc is denoted as a villain arc, but if you really stretch your ideals, it can be legitamised as a neutral arc in a way. But the contact is Arbiter Sands so... you know...
